It Doesn't Work

I purchased Bitter Apple to discourage my sister's two new puppies from chewing furniture, clothing, shoes and people, and . . . it did not deter them. Followed the directions verbatim, but the product doesn't seem to bother them in the least. Of course, they have plenty of their own possessions to chew, and they do.
